Avanti Industrial Site; Indianapolis, Indiana

Project Description:  The 17.4-acre Avanti Industrial Site is located near a residential area in downtown Indianapolis, Indiana. The western portion of the site, approximately 3.5 acres, is located within the 100-year floodplain of Eagle Creek. Past industrial operations at the site included a lead-oxide facility, a lead-acid battery recycling operation, and a secondary lead smelter. Sampling activities conducted by the U.S. Environmental Protection Agency (EPA), the Indiana Department of Environmental Management (IDEM), and the Marion County Health Department identified the presence of elevated lead levels in on-site and off-site soil.


Scope of Work:  Leed Environmental, Inc. was retained by the Avanti Industrial Group to provide project coordination services and active oversight management for remedial activities at the site which included:

  • Building decontamination;
  • Excavation of lead-contaminated soil;
  • Management of lead-contaminated battery cases and slag;
  • Consolidation of lead-contaminated materials and construction of a landfill cap;
  • Closure of underground storage tanks; and
  • Related activities.


Special Features/Unusual Conditions:  Due to the site location in downtown Indianapolis, remedial activities at the site were very high profile and received high-priority attention from EPA, IDEM, the City of Indianapolis, numerous county and local agencies, and the public. Leed Environmental, Inc. was responsible for managing all technical tasks for the Avanti Industrial Group which were performed pursuant to a unilateral administrative order issued by EPA.


Responsibilities:  In the role of project coordinator, Leed Environmental, Inc. was responsible for management of all phases of technical activities, including project planning, work plan development, interaction with regulatory authorities, contractor selection, contractor management, and contractor oversight. The remedial tasks identified above were performed by prime contractors, with certain phases of work performed by subcontractors. Leed Environmental, Inc. was responsible for coordinating all portions of the work with the contractors/subcontractors, regulatory agencies, and the Group.


Project Status:  Remedial activities at the site have been successfully completed.
