Project Description: Leed Environmental, Inc. participated in the remedial investigation, feasibility study, remedial design, remedial action, and operation and maintenance activities at the Tonolli Corporation Superfund Site, a 30-acre property located in Nesquehoning, Pennsylvania. The facility operated for about 15 years as a lead-acid battery recycling and secondary lead reclamation facility and included an eight-acre, two-cell landfill that contained battery cases, wastewater treatment and emission control sludges, blast furnace slag, and other waste materials from former operations at the site. At the time the remedial investigation was initiated, the landfill contained approximately 6,000,000 gallons of leachate and surface water.
Scope of Work: Leed Environmental, Inc. was retained by the Tonolli Site Steering Committee to provide project coordination services and active oversight management of the remedial investigation, feasibility study, remedial design, remedial action, operation and maintenance, and long-term groundwater monitoring. Remedial activities at the site included:

Off-site transportation and resource recovery of 8,700,000 pounds of battery cases and lead-containing materials;

Excavation of about 114,000 cubic yards of lead-contaminated soil;

Stabilization of about 35,000 cubic yards of lead-contaminated soil and wastes;
-
Excavation of lead-contaminated stream sediments;
-
Consolidation of excavated and stabilized materials in an on-site landfill;
-
Upgrade of an existing leachate collection system in the landfill;
-
Removal and treatment of standing water and leachate from the landfill;
-
Construction of a RCRA landfill cap on the existing landfill;
-
Collection and treatment of storm water in an ion exchange system;
-
Construction of a vertical limestone barrier for treatment of overburden groundwater;
-
Building decontamination and demolition;
-
Asbestos abatement;
-
Removal of underground storage tanks;
-
On-site treatment (bioremediation) of petroleum-contaminated soil;

Construction of a new lined landfill cell with leachate collection to accommodate additional volumes of contaminated materials and construction of a RCRA landfill cap on the landfill expansion area; and

Related activities.
Special Features/Unusual Considerations: Site conditions were complex and involved numerous remedial tasks, multiple contaminants, and innovative technologies performed concurrently. Leed Environmental, Inc. was responsible for managing all tasks for the Steering Committee (from 1988 to the present time), which were performed pursuant to five orders issued by the U.S. Environmental Protection Agency.
Responsibilities: In the role of project coordinator, Leed Environmental, Inc. was responsible for managing all phases of technical activities, including project planning, work plan development, interaction with regulatory authorities, contractor selection, contractor management, and contractor oversight. The remedial tasks identified above were performed by prime contractors, with certain phases of work performed by subcontractors. Leed Environmental, Inc. was responsible for coordinating all portions of the work with the contractors/subcontractors, regulatory agencies, and the Steering Committee.
Project Status: The remedial investigation, feasibility study, remedial design, and remedial activities have been successfully completed. Leed Environmental, Inc. is participating in long-term groundwater monitoring and operation and maintenance activities at the site.
